Sir,

SINCE I addressed to you my despatch No. 93 of the 7th April, I have received from the Board of Trade the communication, copy of which is inclosed,* pointing out that it would be inadvisable to press upon the Chinese Government the view that foreign yarn would not lose its character as a foreign import by undergoing in China the process of manufacture into cloth. The Board represent that such a view would not be in accordance with that generally held by civilized countries respecting the nationality of manufactured goods made from imported materials, and they also give instances of cases in which it is to the interest of this country to secure from other countries an interpretation in the opposite sense.

The arguments put forward by the Board appear to me to have much force, and I therefore request that you will take no action on the instructions sent to you on the subject in my despatch above referred to, and that you will abstain from any protest, in the event of the consumption tax being levied on cloth manufactured in China from yarn imported from abroad,
